The International Centre for Integrated Mountain Development (ICIMOD) is seeking to recruit qualified person for the following vacant position for which applications are invited.

 

Title: Project and Programme Development Specialist

Programme: Policy and Partnership Development (PPD)

The Project and Programme Development Specialist holds
an integral position within the Centre. The Specialist
assists all programme and directorate staff in
formulating and developing programme proposals, and
provides assistance in resource mobilization and Board
related matters to ICIMOD staff and its partners.
Initially, the Project and Programme Development
Specialist will spend time familiarizing him/herself
with ICIMOD's programmes and partners in the Centre's
regional member counties to assess partners' and
programme needs, country priorities & policies through
partner reviews and/or visits.

Under the overall direct supervision of the Director
General and the co-supervision and guidance of the
Deputy Director General ­ Programmes and in close
collaboration with other staff of the Centre, the
Project and Programme Development Specialist will
perform the following tasks.

1. Project Development
   – develop and revise guidelines for developing concept
papers and proposals
   – provide orientation and training to staff in proposal
writing in collaboration with Finance and
Administration as well as Training Support Officer,
provide training to staff in developing proposal
writing skills, project budgets; provide orientation
and training to staff on resource mobilization and
project proposal development
   – provide support to integrated programmes in the
development of concept papers and proposals
   – develop methodologies and provide capacity building
assistance for country partners in proposal
preparation
   – ensure all proposals meet guidelines/criteria and have
been appropriately reviewed
   – track proposals and ensure follow-up with donors
   – under the general guidance of the Directorate, take
lead in preparing new proposals for which there is no
available/obvious staff person
   – facilitate cross-fertilization and coordination of
proposal writing within ICIMOD
   – review concept papers and proposals for the
Directorate, ensuring quality, intra-agency
coordination and the development of ICIMOD's
cross-cutting themes

2. Partnership Building Support
   – Facilitate and coordinate meetings of the DG and
DDG-Programmes with strategic partners during their
visits to ICIMOD and, where possible to combine with
on-going programmes visit partners to develop joint
planning and co-financing strategies and resource
mobilization strategies

3. Donor Relations and Resource Mobilization
   – interact and visit with donors on a regular basis and
keep them up-to-date with the ongoing and further
activities of ICIMOD
   – seek intelligence and information about donor
priorities with specific reference to mountain
ecosystems and the socio-economic well-being of
Mountain People
   – identify potential new donors and maintain donor
database and monitor and share donor priorities to the
programmes
   – provide support to thematic areas on donor relations
   – assist Directorate in developing innovative funding
mechanisms

4. Reporting and Monitoring and Evaluation
   – under the general guidance of the DDG-programmes, take
responsibility with PPD colleagues to prepare annual
reports and take lead in drafting synthesis report
(recently called Highlights Report)
   – work with the Head of PM&E to ensure the quality of
the monitoring and evaluation systems within a
proposal
   – work with DDG-programmes and programme managers and
project coordinators and the Head of PM&E to ensure
the quality of program and project reporting to donors

5. Program Development and Coordination
   – work with the Directorate to develop new ICIMOD
programmes in accordance with strategic plan
   – work with the Planning and Partnership Officer and
support in the development of the ICIMOD annual plan
   – provide corporate guidance and support the Directorate
to develop new initiatives
   – work as the Member-secretary of the Programme
Integration Committee (PIC) and facilitate
organization of regular PIC meetings to review
programming relevance and impact; gather information
on potential future areas of programming
   – monitor the ICIMOD programming and funding portfolio
and ensure funding balance
   – monitor the progress of different programme areas,
especially with respect to project proposal
development.

6. Work as a team player within ICIMOD, especially
within the PPD, to support other activities and
promote institutional goals.

7. Under the guidance of the Director General and
DDG-Programmes, supervise programme development unit
in areas of proposal and concept development, and
assist the Directorate and Programme Managers in
resource mobilization.


Minimum qualifications required:
   – Master's Degree or equivalent in Business Development
(MBA), Applied Social Sciences, Economics,
International Development or related subjects.
   – 5 years of work experience in project and programme
development in a programme/ project coordination
position preferably with a bilateral or multilateral
funding agency, a granting agency, CGIAR centres or
international NGO.
   – Proven track record of programme/project development,
resource mobilization and coordination and donor
relations
   – Ability to conduct strategic analysis
   – Excellent professional writing skills
   – Skill in project conceptualization, development,
planning, proposal writing, fund raising, negotiation
with donors and strategic assessment.

Others
   – Computer Literacy: word processing, spreadsheets,
database management and any specific technical
programmes required
   – Internet Literacy: email, internet search,
participation in list-serves or electronic conferences
   – Language Skills: demonstrated ability to speak and
write professionally, fluently and grammatically in
English; knowledge of other regional languages highly
desirable; demonstrated publication record
   – Health: physically fit to undertake frequent travel to
mountainous regions

Duration: 3 years, of which the first six months is
probational, and subject to continuation of present
funding levels of ICIMOD.

Remuneration: Salaries and benefits are based on a
modified UN system at the International (P) level
commensurate with experience and qualifications.
